Colonel James Burke Lucas Payne

James Burke Lucas Payne, transitioned from this earthly life to his Heavenly home on Friday, September 24, 2021, surrounded by his family. James, was the son of the late Samuel Peterman Payne and Vera Wooten Payne, born March 22, 1922, in Mount Vernon, Ohio. He attended the Mount Vernon Public School System, graduating from Mount Vernon High School in 1940. He also attended Franklin University where he studied Business Administration. After graduating from high school, he accepted a clerical position with the US Treasury Department in Washington, DC and was drafted into the US Army in 1942, serving with the 588th Ordinance Ammunition Company as a Staff Sergeant. While in England, his unit was assigned to General George S. Patton’s, 3rd US Army. His unit crossed the English Channel 30 days after D-Day, travelling across France, Belgium and Holland supplying the front-line combat troops with ammunition: culminating in the unit’s entrance into Germany in December 1944. The unit received credit for participating in all five European Campaigns –Normandy, Northern France, Rhineland, Ardennes, and Central Europe. After the war ended in Europe, he travelled back to Washington, DC and remained until the government established an Insurance Division of Veteran’s Administration in Columbus, Ohio. He then transferred to Columbus, Ohio in 1946 where he joined the Ohio National Guard as a Private –and within a year received a direct commission as a 2nd Lieutenant. In 1951, James was recalled to active duty and served two years on active duty during the Korean War. As a Captain, he then transferred from the Ohio National Guard to the US Army Reserves and joined the Quartermaster Group In 1978, Colonel Payne served as the Assistant Chief of Staff, Intelligence Division, 83rd Army Reserve Command and retired from the US Army Active Reserves as a Colonel, completing 34 years of military service. As a civilian James held numerous positions, to include Supervisor of Operations and Training, 83rd Service Command. He subsequently, retired from the Federal Civil Service Agency with 38 years of service. He was extremely active within his Columbus, Ohio community. He was a life-long active and faithful member of Wayman A.M.E. Church in Mt. Vernon, Ohio and St. Paul A.M.E. Church in Columbus, Ohio. At St. Paul A.M.E. Church he served as: Steward Board Emeritus, Church-Secretary, Tres. & Finance Committee., Honorary Member of the James B. L. Payne Lay Organization, Chair Pace Setter Committee, Pack 262 Scout Master Emeritus. He served on the Board of Trustees for Isabelle Ridgway Nursing Home, Inc. He received numerous awards and honors including State of Ohio –Senior Citizen Inductee in the Hall of Fame. He was also an avid sports enthusiast and enjoyed bowling and traveling. James Payne is preceded in death by his parents, his wife of 49 years, Una Katherine Payne (Nov. 2000), brother David S. Payne, sisters Gene Payne and Vera Turner., brothers-in-law Harry Dorsey and Judge James W. Trumbo, sisters-in-law, Mignon Dorsey, and Lisl Payne. He leaves to mourn his two children, Samuel ‘Sam’ Franklin (Debra) Payne, Sr., and Kay Lynn Payne, two grandchildren Samuel Franklin (Carrie) Payne, Jr., and Deidre Aleese Payne, two great-grandchildren, Jazzmin Alexandria Payne and Zachary Michael Payne, great-great grandson David ‘DJ’ Eric Harris, Jr. , sisters-in-law: Judge Sara Harper and Willie Watson, brother-in-law: Rev. Harold Turner, nephews: Robert B Oglesby, Shaun W. Turner, William Trumbo, Adam Christopher Harper Trumbo, Michael Payne, Steven ‘Tad’ Payne, nieces; Sheila (Bryan) Turner-Owens, Constance Hagg, Karen Trumbo, Kimberly Trumbo, Debra Locklear-Oglesby and Yvonne Jordan. Special daughter Barbara Clark, Special grand grandchildren; Kelly (Anthony) Dillard, Konata Holland, Kristian Brown, Joi Brown, and Jaylen Wadlington, and a host of extended family members and friends.
